Ted Chandler is the Chief Operating Officer of the AFL-CIO Housing Investment Trust.  He also is a founding board member and director emeritus of the California Housing Consortium, a regional affiliate of the National Housing Conference. 

Vice Chair - Linda Mandolini

Linda Mandolini

Linda Mandolini has been the executive director at Eden Housing since 2001. Eden Housing is one of California's oldest non-profit housing development companies and has developed or acquired 7,450 units throughout California. Linda oversees affordable housing production, resident support services, and property management components of the organization, their combined annual operating budget of over $48 million, and a staff of 200 employees. 

President and CEO - Chris Estes

Chris Estes

Chris Estes joined the National Housing Conference in 2012 after nine years as the head of the North Carolina Housing Coalition, one of the nation's best-known state housing groups. He leads NHC's policy and advocacy work both in Washington and throughout the country. Prior to his work at the Coalition, he served as a development officer for several different nonprofits in the Raleigh-Durham region. He holds MAs in City and Regional Planning and Social Work, both from the University of North Carolina at Chapel Hill, as well as a BA in Labor Relations from UNC-Chapel Hill.

Secretary - Eileen Fitzgerald

Eileen Fitzgerald

Eileen Fitzgerald is the President of Stewards of Affordable Housing for the Future. She assumed the position in July 2014. Eileen has over 20 years of experience in the community development industry. In previous years she has worked with NeighborWorks America, AFL-CIO Housing Investment Trust and the US Department of Agriculture.  

Chair of the Audit Committee - Brian K. Tracey

Brian Tracey

Brian K. Tracey is a Senior Vice President at Bank of America Merrill Lynch.  In his role with Community Development Lending & Investments he leads a team of real estate professionals in providing tax credit equity and debt financing for affordable housing and other community development projects coast-to-coast.

Chair of the Resource Development - Anne Segrest McCulloch

Anne McCulloch

Anne McCulloch is Senior Vice President and Deputy General Counsel for Fannie Mae's Multifamily Mortgage Business.  She previously served in government with the U.S. Department of Housing and Urban Development, the Federal Deposit Insurance Corporation and the Resolution Trust Corporation and was a lawyer in private practice representing advocacy groups, labor unions, and nonprofits on mission and organizational matters.

Chair of the Public Strategies Committee- Janis Smith

Janis Smith is the Vice President for Corporate Communications at MERSCORP, Inc where she is responsible for corporate communications strategy and initiatives, media relations and internal communications.  She previously served with the Federal National Mortgage Association, the Office of the Comptroller of the Currency, the Office of Thrift Supervision, the former Federal Home Loan Bank Board, the Federal Home Loan Bank of Boston, and the Massachusetts Companies, Inc.  

Co-Chair of the Policy Committee - Joseph Ventrone

Joseph Ventrone is Vice President of the National Association of REALTORSÒ Regulatory and Industry Relations Department.  Mr. Ventrone oversees all of NAR’s regulatory advocacy initiatives and the Real Estate Services Program – an effort directed to serving the special and varied business needs of large brokers.

John L. Kelly

John L. Kelly is a Partner with Nixon Peabody LLP in the affordable housing group of the firm’s real estate department. He is also former president of the National Housing and Rehabilitation Association.

Regional Affiliate Representative (New York) - Carol Lamberg


Carol Lamberg has been the Executive Director of the Settlement Housing Fund Inc. (SHF) in New York since 1983 and staff director of the New York Housing Conference since 1976.

Regional Affiliate Representative (California) - Carol Galante

Carol Galante is the I. Donald Terner Distinguished Professor in Affordable Housing and Urban Policy and the Faculty Director of the Terner Center for Housing Innovation at the University of California, Berkeley. She also co-chairs the Policy Advisory Board of the Fisher Center of Real Estate and Urban Economics. Preceding her appointments at UC Berkeley, Galante was appointed by President Barack Obama and confirmed by the United States Senate to serve as the Assistant Secretary for Housing/Federal Housing Commissioner at the U.S. Department of Housing and Urban Development (HUD). Prior to her confirmation, Ms. Galante served as the Acting Assistant Secretary for Housing/FHA Commissioner, having first joined HUD in May 2009 as the Deputy Assistant Secretary for Multifamily Housing programs.


Chair of the Research Committee - Mark Willis

Mark Willis

Mark Willis is the Executive Director and a Resident Research Fellow at the NYU Furman Center. Before joining the Center, Mark was a Visiting Scholar at the Ford Foundation, working on research related to community development and the financial services sector. Prior to his time at Ford, Mark spent 19 years at JPMorgan Chase, overseeing its community development programs and products to help strengthen low- and moderate-income communities. Among his many accomplishments there, Mark founded the Chase Community Development Corporation. Before joining Chase, Mark held various positions in economic development and tax policy with the City of New York, including Deputy Commissioner for Development at the Department of Housing Preservation and Development, and was an urban economist at the Federal Reserve Bank of New York. Mark teaches Housing and Community Development Policy at NYU's Wagner School and speaks often on urban, housing, and community development affairs. He chairs the Program Planning Committee of the New York State Energy Research and Development Authority and a number of other boards involved with housing and community development. He has a B.A. in economics from Yale University, a J.D. from Harvard Law School, and a Ph.D. in urban economics and industrial organization from Yale University.
